IT IS HIGHLY RECOMMENDED TO SET mp_trace TO 0! (IMPORTANT FOR SERVERS ONLY!)
--- REASONS ---
these problems are caused by 2 factors:
mp_trace - the new server side movement control. the server corrects your position if you move too fast.
ping/latency/lags - mp_trace can't work properly if your ping is high or the server lags.
--- SOLUTIONS ---
as client
play on servers where you have a better ping or where mp_trace is set to a lower value (or even 0, deactivated). you could also contact the server hoster and ask if he could set mp_trace to 0.
as server
set mp_trace to a lower value (options->more) if people complain about movement! mp_trace 2 is the default value. first try 1. if it still lags set it to 0 (=deactivate it). higher values than 2 are NOT recommended for the internet. only use map_trace 3, mp_trace 4 and mp_trace 5 in LAN games!

mp_trace is a server-sided movement control. the server checks and validates every movement. the higher you set mp_trace the higher is the precision.
use mp_trace if you have problems with speedhackers on your server. you can disable it if you don't have problems with speedhackers.
mp_trace is an EXPERIMENTAL function. it is set to 2 by default.
use mp_trace X in your console (X=0-5) or the options->more menu to change mp_trace on your server.
mp_trace is a server setting. you can't change it as client.
