Try the mouse on another computer to test if it is working or damaged.

In case it isn't working on other PCs either:
• Buy a new mouse!

In case it IS working on other PCs:
• Re-install the mouse driver (if you are using any)
• Scan the system for malware
• Run (Windows) update

Also Win XP is not updated anymore. It's a security risk to use it. You should upgrade to a newer Windows version if possible.

Really sounds like some kind of hoax/malware which tries to annoy you. Try a real virus scanner and/or other malware removal programs as well and also check running programs and processes for suspicious stuff.

How to check for suspicious programs:
a) Run task manager (Ctrl+Alt+Delete) and look under the tab "Processes"
b) Recommended: Download/Copy from an USB drive a programm called Process Explorer and look for unnecessary process. Most likely (if its a virus) it'll be below explorer.exe. Then select that process, hit the "Delete" key and then OK
3) Let some other antivirus/programm do that job for (I doubt they'll find something)
