CS2D is not demanding so all of those should suffice, really.
Specs depend on what is "cheap" for you.
After you launch the server, just check if your ping is good, obviously make sure to open the port (iptables.)
What's most important is location, bandwidth and included traffic. Required traffic highly depends on player counts, custom transfers and Lua scripts. The higher the bandwidth the better. CS2D does not have super high bandwidth requirements but a higher bandwidth can help to reduce lags and packet loss in general.
The server location should be as close to you / your target players as possible. This has a massive impact on latency. An Australian VPS won't have a good ping if you're joining from Europe for instance.
There are a couple of factors.
Make sure to choose a good provider, which has proper protection, as many spam/bots/attacks can target your server, and you will have a wrong time with your CS2D server.
Choose a KVM whenever possible; it performs better than OpenVZ and has fewer limitations.
Do some ping tests if they have network-testing servers. This is important to ensure that your target audience players will have excellent pings.
As others said, the specs depend on what scripts/mods you will use. If just essential, IMO, 512 MB - 1GB RAM VPS should be sufficient with 1/2 Core CPU. If just a standard map without anything, even less. Anything more complex depends on how you wrote the script. My script way back used 2-3 GB RAM, so yeah. We will need some information, if you want to be extra sure.
Make sure they don't limit I/O too crazy. I have seen that on several providers, which can affect your server performance even if they offer SSDs.
Ensure they have some nice support and availability; if things go wrong, you want a friend, not some fake friend, who sends you a general response.

for 599euro on contabo you will have 4 AMD EPYC cores + 8gb ram and 50gb nvme or 200GB ssd))
On hetzner for 7.72euro you will have only 2 cores + 4gb ram with 40gb ssd) and 20tb traffic(when contabo will have 32)
