o Don't download stuff while playing.
o Turn off your fire wall, it might be blocking the connection(not sure bout this)
o Go to servers which have a good latency and not too many players.
o Don't keep internet pages open while playing ( they reload pages/ads all the time)
o Close all background programs which are updating/downloading stuff.
after it kinda depends on you internet connection.
I've got always a ping of between 120 and 220.Which is very annoying. But you still play very good with a ping like that.
You know that with a high ping you see that you're shooting someone but your shooting a wall(don't have time to explain sorry)so what you do is that you try to predict where is the other player going to or where is he. Shoot in that direction. And you Will get him(not 100% sure) And still also depends if your ping is very high or a just high.

For your server do this:

Then just set the maxplayers to like 16 or a low number. It also depends on the map. If there are HUUGGE multiple explosions, that might crash the server
anyways euum, that's all i know about servers (i'm bad with servers, i can't even manage to make one

maybe an internet IP? you also can know the IP numbers which is from your country.
Example for ip on my state:
60.52.XX.XX
check your IP on usgn.de/ip.php, then find the numbers the first and the second at CS2D Serverlist.
