But seriously, first of all, you should know the basic commands, like kick, ban, etc. The FORGET THEM. If you are a good admin, you'll seldom use them. Try to be calm, and answer to the players' questions. You shouldn't give out lasers and such, unless the map allows it, for example, a laser wouldn't be the greatest idea on Standard on de_dust2. If someone being a motherfucker, just kick him. If he comes back and continues being a bitch, ban him.
TLDR: Just try to keep your players happy.
first you need to download a lua script then put it to <your cs2d folder> -> sys -> lua , then replace it's name to server.lua download Notepad++ open the lua file select "adminList = {xxxxx}" line delete the xxxxx and replace to your unrealsoftware.de id that's it,done! 
if you want to be an admin on a server which is not yours, make frienships

1. Don't tell everyone that you are an admin, like putting retarded ADMIN into your name.
2. Don't use the typical noob admin gear ( Laser, Super Armor).
3. Be very mature and friendly with the others.
4. BAN those fucking hackers!
5. KICK those idiot noobs!
6. Do NOT give RCon to anyone!
7. Do NOT give speed/weapons/armors to anyone!

when people cant play really good doesnt mean they cant train to be a great player. But they cant cause a stupid admin just kick him cause he cant play ?
Man , i have respect for all "noobs" , i mean noobs , for the people cant play very well ...
I remember when i started playing cs2d (about at the end of version 1.0.0.7) and everyone called me noob ...
Just have respect for all players ... good the are , or bad ...
On-topic: Just create a server then you are server admin. If you got problems with being admin then try using the FAQ on that topic if the problem does not go away after doing that, just use the FAQ and it will answer your questions and fix your problems.
