Hosting a server with BayanDSL w/ Dynamic IP

I have this very BIG Server hosting problem.
You see, I am using BayanDSL and its a crappy internet provider in the Philippines and I am using a Dynamic IP. I cannot afford a Static IP sadly
I am hosting a dedicated server and I have to connect to it via Internet Serverlist, and if I click LAN there is only 1 server and it is an IP (it changes) 192.168.?.??? and it is red. I cannot connect to it. Also if I try to connect using IP 127.0.0.1 or localhost it just times out and I am FORCED to connect via Internet Serverlist which causes a S**TLOAD OF PING and sometimes I DISCONNECT and it frustrates me VERY MUCH. How do I fix this?
Notes before you recommend me
Do NOT recommend me a Static IP, I cannot afford it. Do NOT recommend me to get another Internet provider, my family can only afford this and its only Php1,599.99 Do NOT recommend me a 24/7 hosting thing blah blah object or server that has a fee, I can't afford it too. MOST ARE $ and in my country $1 costs like Php41.89 and THATS D**N EXPENSIVE Please help me! I'm desperate
