This is set to "Hide Everything". Oddly enough, characters are still visible, though. I think when spectating it shouldn't be hiding stuff. Imagine a competitive match, the spectators don't know what's going on.
Then, I was like oh my god this must be a bug. Then a Player talked to me - I cannot remember his name anymore - but I told him to wait a second, because I want to report that bug.
Apart from that little story, I think that the new fog of war could change the game in a positive way!
