If I will run Mod at server... will players download all files (gfx, sfx..)? even if file size is higher than download limit eg. All < 250 kb?

Just checked... Nope. They are still bound by the same download rules set by the client.
But what I did find however is that it will attempt to download everything to cache, even if you already have it.
