You can use a trigger_delay which is triggered together with info_quake and which triggers the info_quake again.
The entity setup should basically look like this:
your initial trigger (whatever starts the quake):
trigger: quake, delay
trigger_delay:
name: delay
trigger: quake
delay: how long should the quake effect be active?
info_quake:
name: quake
