Switch off your Firewall, that's it. I switched off all security in Vista, I am fine now.

I learned from experience that Windows firewalls can only protect YOU from accessing the internet. They limit everything they can, to ruin your life. (and advertise that they actually blocked a few attacks)
In 90% cases ports haven't been forwarded correctly.
(I myself had difficult time setting it up)
