How i can add admin to my server?

just open your own LISTEN server (not dedicated) and you are admin automatically. easiest way.

otherwise (for a dedicated server) you'll have to use rcon (remote control)

Yes, but how do I apply their friends imposed by admin on your server?

It is downloaded to the servers threw cs2d folder.
