This can be used to buy stuff from private people. You either meet them directly for the transaction (that's why you have to specify the location) or if they send it by mail you can use PayPal to have a chance to get your money back.
The big brother of that is www.ebay.de were you can get stuff in auctions. You probably know it as that service is available in many countries.
Both isn't 100% safe so you have to be careful but PayPal adds an extra layer of security.

PS: after scheduling a meeting this morning, I’ve found in my email that the guy won’t sell because the machine isnt working properly.

You can still use classic ebay auctions which have a clear deadline but you can never be sure if you actually "win" the auction and you also don't know how fast the stuff is sent to you.
DC: I already found someone who will make a deal tomorrow as he said since today he's not available. I really disliked the behaviour of some kids on the plateform of ebay.kleinanzeigen.de whatever.Thank you again dude for being supportive as always.
PS: I'm 23 years old now, and I never forget the best days of CS2D which marked my life playing cs2d making servers (which had success! full almost all the time) and getting love from people all around the world.
